3/خداع كلا من اليابان وأمريكا وألمانيا من أجل إدخال الولايات المتحدة فى الحرب وهذا أمر لم يكشف الا منذ سنوات لزوال صفة السرية على العملية حيث أقنع الانجليز اليابانيين بأن أمريكا سوف تهاجمهم من بل هاربر فقام اليابانيون بقصف الميناء واقنعوا الامريكين بأن ألمانيا تفكر فى مهاجمة أمريكا عن طريق المكسيك. برسائل سمح اعتراضها من قبل الامريكين حيث كانت رسائل السفارة الألمانية فى المكسيك ورغم عدم اقتناع روزفلت بالموضوع الا أن مهاجمة اليابان الميناء ارغمته لدخول الحرب
